MASTER SYSTEMS COMMUNICATION TECHNICIAN
Pay Grade A39

Basic Function
To safely and efficiently perform under minimal supervision installation, maintenance, repairs, and modifications to complex and advanced communications systems carrying voice, data and security video information. To lead projects and provide training in the above duties.

Classification Characteristics
The Master Systems Communication Technician (MSCT) is an Amalgamated Transit Union (ATU) expert-level position. It differs from the Digital Systems Technician (DST) and Systems Electronic Communications Technician (SECT) positions in that the MSCT performs DST and SECT work as well as technical advisor in projects that increasingly require the efforts of both SECT and DST disciplines. When assigned a project the MSCT collaborates with a manager and/or an engineer to assure that project milestones are met, makes field configuration changes and as-built documentation. The MSCT also differs from DST and SECT classifications in that the MSCT will at times be called upon to train other technicians on emerging technology. Telecommunications and networking technology are converging and having people with the broad skills, knowledge and abilities to cross these boundaries is vital to completing new projects and training others to meet the needs of the future.

Work Environment

Examples of Duties
  • Provides training and assistance to lower level technicians in the analysis, troubleshooting and configuration of complex telecommunications and/or data network systems
  • In collaboration with engineering staff and/or management coordinates project resources and reports deficiencies to achieve project objectives
  • Suggests, designs, and performs modifications to electronic communication equipment and servicing methods
  • Creates and updates as-built drawings and other technical documentation
  • Prepares routine records and narrative reports of maintenance activity
  • Performs remote monitoring, configuration and network management
  • Installs, maintains, troubleshoots, and repairs advanced electronic communication and data systems, including, but not limited to, microwave, multiplex, land mobile radio, fiber optic, computer aided dispatch, automatic vehicle monitoring, alarm, telephone, Local Area Network (LAN), Wide Area Network (WAN) and computer systems
  • Sets up and operates audio and video equipment in the Board Room and other field locations
  • Installs and maintains video cameras, video and audio tape recorders, public address systems, and related equipment
  • Installs network cabling in walls, ceilings and conduit; installs patch panels, data plugs, jacks, and wall plates
  • May perform any and all SECT or DST duties that are required by an assignment
  • Organizes vehicle and shop area and restocks supplies
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Methods, materials, equipment, and safety procedures used in the installation, operation and maintenance of microwave, advanced communications, fiber optic, SONET, MPLS, 802
  • 11 a/b/g/n, category 5 cable, audio, video, telephone, public address, and alarm systems, Local Area Networks, Wide Area Networks, advanced networking technologies including IP, ATM, Frame Relay, VPN, VDI, VOIP, etc
  • Vehicle operations and safety
  • Networking equipment such as routers, switches, hubs, and related equipment
  • Network Operating Systems including Windows (all versions) , TCP/IP, and other routing protocols
  • Electronics including AC/DC fundamentals and familiarization with applicable test equipment
  • Microcomputer and network security concepts including virus protection
  • Digital logic and microprocessor theory

Ability to:
  • Read, write, speak, and understand English
  • Understand and follow oral and written instructions and procedures
  • Communicate effectively with others
  • Analyze trouble in advanced telecommunications equipment at a system-wide level, and isolate the cause of the problem to the unit level
  • Install, maintain, and operate microwave, advanced communications, audio, video, telephone, and alarm systems
  • Work independently with minimum supervision
  • Install and maintain two-way radio equipment
  • Climb to heights up to 125 feet
  • Lift and move objects weighing up to 50 pounds
  • Travel to offsite locations within a reasonable timeframe

Minimum Qualifications
Potential candidates interested in the MASTER SYSTEMS COMMUNICATION TECHNICIAN position MUST meet the following requirements:

  • 5 years' as a Systems Electronic Communications Technician, Digital Systems Technician OR 5 years journey-level experience performing preventive and remedial maintenance of communications equipment, advanced training in digital electronics, and advanced communications, performance installation and maintenance of 10/100 Base-T and 1000Bt
  • Must possess an CompTIA A+ Certification AND CompTIA Network+ certifications
  • Up to 2 years' full-time training or education in DC, AC, semiconductor devices, AM/FM radio theory, advanced communications, and digital electronics at a recognized trade school or apprenticeship program may be substituted for 2 years' experience
  • Valid commercial General Radio/Telephone Operators License issued by the Federal Communications Commission (FCC)
  • Valid California Class C driver's license

  • Must provide own tools of the trade
  • Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, eye and hearing protective devices (HPD), if and when required
