LEAD MANPOWER SPECIALIST
Pay Grade BC3

Basic Function
Under moderate supervision, maintains complex employee seniority rosters for all represented jobs and personnel within Maintenance while assigning, monitoring, and reviewing work of Manpower Specialists.

Classification Characteristics
The Lead Manpower Specialist who in addition to the regular Manpower Specialist duties, is responsible for assigning duties and directing employees in the performance of their work under the supervision of his/her immediate supervisor with whom he/she shall consult in all matters affecting such work. A Leader receives additional pay for each hour worked as stipulated by the appropriate collective bargaining agreement.

Work Environment

Examples of Duties
  • Prepares and posts descriptions for prebid job bulletins
  • Canvasses departmental seniority roster to fill vacant positions and to assign relief work
  • Screens prebids to determine employees’ qualifications and seniority
  • Advises employees of displacement rights in accordance with contract procedures
  • Maintains, updates, and distributes departmental seniority rosters for overtime work to Division Managers
  • Maintains and coordinates vacation schedules for Equipment Records Specialists and Typist Clerks
  • Composes letters, memos, and reports
  • Provides training and orientation to new Equipment Records Specialists regarding equipment operation and Metro procedures
  • Assists Senior Staff Assistant as directed
  • Leads employees by assigning work and providing training
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Complex recordkeeping
  • General office practices and procedures

Ability to:
  • Establish and maintain accurate filing systems, including detailed seniority rosters
  • Accurately interpret and carry out payroll and seniority provisions affecting contract employees
  • Operate a calculator
  • Operate a computer terminal
  • Communicate effectively with others
  • Establish and maintain effective working relationships
  • Prepare general correspondence and reports
  • Proofread work and identify errors
  • Maintain confidentiality of materials and files
  • Follow oral and written instructions
  • Travel to offsite locations within a reasonable timeframe
  • Read, write, speak, and understand English

Minimum Qualifications
Potential candidates interested in the LEAD MANPOWER SPECIALIST position MUST meet the following requirements:

  • 3 years of experience performing responsible clerical duties involving the maintenance of complex personnel records
  • Valid California Class C driver’s license
