TRANSIT OPERATIONS SUPERVISOR (F/T)
Pay Grade C02

Basic Function
To coordinate, monitor, and control Bus Operator Work assignments in an operating division, daily operations of Metro bus service within the Radio Dispatch Center, and bus service on-street operations; or to coordinate, monitor, provide and critique driver training for bus operators, mechanics and other personnel.

Examples of Duties
  • Coordinates bus operations by receiving and transmitting information by radio and telephone with Operators, Metro management, police, and other agencies
  • Directs Operators during emergencies, equipment breakdown, and service delays using a computer-aided dispatch system multi-channel radio and telephone communications console
  • Maintains and optimizes bus service reliability by implementing failure management strategies which include real time on-street service management, delay mitigation techniques (route diversions), and any other Metro resource
  • Operates a computer aided multi-channel radio and telephone communications console to request for assistance from Bus Operators and other Metro operations support personnel, public emergency services agencies, and the general public
  • Prioritizes reported problems in order of importance and severity and formulates, coordinates, and directs the appropriate course of remedial action
  • Records pertinent data on incident reports detailing all reported crime activity, accidents, road hazards, mechanical malfunctions, and other miscellaneous operational problems and potential service disruptions
  • Serves as a regional coordinator of mobility services for police and fire agencies, State Office of Emergency Services, Federal Emergency Management Agency, the National Guard and other emergency agencies during civil disturbance, natural disasters, and other emergencies; may be required to serve as Metro representative at city or county emergency operations command centers
  • Responds to requests for assistance from disabled patrons and ensures transportation service in accordance with the Americans with Disabilities Act; Performs customer and public relations duties, including retrieving lost articles and helping to locate missing persons
  • Requests various operational reports submitted by operations staff for review and action by management as appropriate
  • Notifies appropriate personnel in case of Operator emergencies and disruptions or cancellations of service
  • Assists authorized outside agencies and internal departments with requests for operational information
  • Operates non-revenue vehicles when patrolling assigned geographical areas to monitor and supervise Bus Operators in the performance of their duties
  • Operates revenue vehicles in the yard, streets, or highways when required
  • Operates a bus during emergency situations
  • Evaluates and diagnoses situations to determine safety of bus proceeding on scheduled route
  • Maintains bus service reliability by implementing failure management strategies and utilizing Authority resources
  • Cites Operators for rule and standard operating procedure violations
  • Counsels Bus Operators and prepares written documents concerning Operators’ performance
  • Maintains on-time performance by means of on-street service adjustments
  • Responds to emergencies involving Metro personnel, vehicles, or property; determines and communicates required response level by Metro personnel and other agencies, including police, fire, and emergency medical personnel
  • Investigates traffic and workplace accidents, incidents, and customer complaints and prepares necessary reports
  • Reroutes bus lines and prepares detour notices when necessary resulting from construction, fire, and police activities, civil emergencies, or other unexpected situations
  • Enforces Metro policies, rules, and standard operating procedures, municipal, state, and federal rules and regulations pertaining to the legal and safe operation of revenue equipment
  • Provides assistance to operators by performing minor mechanical repairs
  • Plans, directs, and participates in Metro operations at special events (Rose Bowl, Hollywood Bowl, Dodger Stadium, racetracks, etc)
  • Reports and takes action to mitigate hazards, scheduling, and operational problems
  • Performs undercover surveillance when necessary to confirm customer complaints or other reports regarding Operators’ driving performance and/or behavior
  • Prepares training materials, lessons plans, and schedules
  • Develops detailed technical training and testing materials
  • Coordinates specialized training needs with division and department heads
  • Conducts classroom, behind the wheel, and one-on-one training in the safe operation of revenue and non-revenue equipment using guidelines and requirements set forth by the Department of Motor Vehicles (DMV) and Federal Transit Administration (FTA)
  • Interviews and tests students
  • Develops and assesses accident and safety programs
  • Trains department operating personnel and other employees in the application of Authority and departmental policies, procedures, and rules
  • Certifies training of operating personnel to ensure compliance with DMV and FTA regulations
  • Trains personnel on physical requirements for commercial operators (for example: BOCAT, DMV pre-trip inspection, and ADA assistance requirements)
  • Retrains personnel coming back to work after a leave of absence or as a result of other agreed-upon work-related issues
  • Trains supervisors and other personnel to investigate accidents and incidents involving Authority vehicles
  • Trains supervisors and other personnel to manage interpersonal contacts in a positive and productive manner
  • Maintains training efficiency and effectiveness by implementing programs and strategies for curriculum design improvement
  • Coordinates and dispatches all bus operator assignments for revenue service, special events, and emergency response
  • Performs extra board mark-up, shake-up, and operator bidding activities
  • Inputs general payroll activities (contractual pay entitlements, sick pay, and various adjustments) and verifies accuracy of data/information; Gathers data, inputs, and validates entries to submitted by operations staff for review and action by management as appropriate

Ability to:

Minimum Qualifications
Potential candidates interested in the TRANSIT OPERATIONS SUPERVISOR (F/T) position MUST meet the following requirements:

  • 3 years' working as a full-time Metro Bus Operator with an exemplary service record if assigned to Division Operations, Control Center, or Vehicle Operations OR 5 years’ working as a full-time Metro Bus Operator with an exemplary service record if assigned to Instruction
  • Time worked as a part-time Metro Bus Operator may be substituted for full time experience at 1/2 to 1 ratio
  • Must possess a valid Class BP California driver’s license with a Passenger endorsement, Verification of Transit Certificate, and Medical Examiners Certificate at time of application
  • Must have completed or be able to complete Metro’s pre-supervisory training within probationary period
  • Associates degree is desirable
  • External experience operating revenue buses or trains may be supplemented to meet the Metro Bus Operator experience

Special Conditions
  • Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, eye and hearing protective devices (HPD), if and when required
  • Some exposure to inclement weather conditions, chemical, physical, and mechanical hazards
  • Must be able to work various hours and work locations
  • Must be able to perform specific work related tasks in a safe manner within the minimum guidelines for commercial licensed employees/ candidates
