RAIL WARRANTY TRACTION POWER SPECIALIST
Pay Grade A46

Basic Function
Under moderate supervision, processes warranty claims for new assets acquired by the Rail Operations/Maintenance-of-Way (MOW) department.

Classification Characteristics
Rail Warranty Traction Power Specialist is an Amalgamated Transit Union (ATU) journey-level position in Rail Operations /Maintenance-of-Way (MOW). It differs from the ATU Traction Power Inspector classification, in that Rail Warranty Traction Power Specialist performs QA/QC functions related to Substations assets; Overhead Catenary System assets, Contact rail Distribution assets, Passenger Station Lighting and Ventilation Systems assets that are covered under warranty. Traction Power Inspectors operate and perform preventive and corrective maintenance on Traction Power Substations, Overhead Catenary Systems, Passenger Station Lighting and Ventilation equipment/systems, Uninterruptible Power Supplies (UPS) and Battery systems. The position requires procurement of parts and materials for projects, repair work and emergencies, assists in developing technical specifications for Traction Power equipment purchases, and inspection of Traction Power Systems and related equipment. Where a Rail Warranty Traction Power Specialist Leader (ATU) exists, he/she will in addition to the regular Rail Warranty Traction Power Specialist duties, be responsible for assigning duties and training employees in the performance of their work under the supervision of his/her immediate supervisor with whom he/she shall consult in all matters affecting such work. A Leader receives additional pay for each hour worked as stipulated by the appropriate collective bargaining agreement.

Examples of Duties
  • Performs Journey-level Quality Assurance and Quality Control (QA/QC), including inspections and evaluations of all substations and Distribution assets; Uninterruptible Power Supplies and Battery Systems, Passenger Station Lighting, Ventilation Systems assets, overhead catenary, including breakers, motors, transformers, light fixtures, lighting inverters, generators, auxiliary power supplies, and all other related electromechanical components of the rail system assets
  • Performs journey-level analysis of substation equipment, electrical apparatus and equipment malfunctions to determine the probable cause, for the purpose of preparing reports necessary to document warranty recovery actions
  • Liaisons with manufacturers and suppliers of equipment and electrical apparatus
  • Identifies and tracks electrical apparatus or component defects, processes warranty claims, and provides technical data for equipment /apparatus to the Vendor Contract Management department to ensure acquisition of electrical parts, equipment and apparatus
  • Conducts operational inspections and evaluations of repairs and testing performed by Contractors or Metro's technical personnel; and documents parts removed and replaced by the warranty tracking program
  • Performs quality assurance inspections and audits on Wayside Systems maintenance records, and capital projects
  • Performs apparatus / equipment failure investigations due to malfunctions; prepares reports of findings, and determines if a warranty claim is justified
  • Generates warranty recovery automatic claims via Spear (M3) System
  • Performs equipment safety checks & inspections
  • Reviews repair narratives and determines if warranty applies
  • Maintains warranty parts tracking records
  • Assists with equipment reliability and maintainability studies
  • Maintains the Personal Protective Equipment (PPE) program, which includes the certification and calibration of PPE and Tools (Electrical and Mechanical), as well as, procures PPE
  • Prepares written correspondence and reports in support of warranty claims and relating to other work performed
  • Contributes to ensuring that the Equal Employment Opportunities (EEO) policies and programs of Metro are carried out
  • Utilizes test equipment, schematics and drawings at the division to support maintenance and repairs by Traction Power Inspectors
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Electrical and Electronics theories
  • M3 Spear Systems
  • Application of the National Electrical Code (NEC)
  • Basic Mathematics skills
  • AC and DC substation system operations and safety
  • Microsoft Office (Word, Excel, Power Point, Access)
  • Familiarity with the Light and Heavy Rail Systems assets
  • Computer operations related software, including Word and Excel

Ability to:
  • Read electrical schematics
  • Safely operate a variety of hand tools and power equipment
  • Safely operate Metro vehicles
  • Develop written reports and correspondence
  • Follow oral and written instructions
  • Work with minimal supervision and schedule and organize work assignments
  • Understand and comply with applicable local, state, and federal laws, rules and regulations
  • Interact professionally with various levels of Metro on or off property
  • Lift and move objects weighing up to 60 pounds
  • Read, write, speak, and understand English
  • Read and understand drawings, blueprints, operations and maintenance manuals, and parts listings

Minimum Qualifications
Potential candidates interested in the RAIL WARRANTY TRACTION POWER SPECIALIST position MUST meet the following requirements:

  • Associate's degree in Electronics Technology or other related fields and 2 years' journey-level electromechanical experience OR
  • Certificate of Completion in Electrical or Electronics from an accredited trade or vocation school and 4 years' journey-level experience as an electromechanical or electronic technician performing repair and maintenance
  • Successfully complete Metro's Traction Power Training Program

Special Conditions
  • Must comply with all California Occupational Safety & Health Act (Cal/OSHA) regulations and utilize approved safety equipment and protective gear "including but not limited" to respirators and/or hearing protective devices (HPD), if and when required
  • Must have a satisfactory job performance record as verified by reference check prior to the offer of employment
  • Must have normal color vision
  • Positions in this job classification are considered safety-sensitive and subject to drug and alcohol testing, including random testing, under Federal Transit Administration (FTA) regulations
