RAIL ELECTRONIC COMMUNICATION INSPECTOR LEADER
Pay Grade A17

Basic Function
Under moderate supervision, performs inspection, testing, installation, maintenance, and repair of electronic equipment on the right-of-way, public area, and other Metro locations while leading Rail Electronic Communication Inspectors by assigning work and providing training.

Classification Characteristics
Rail Electronic Communication Inspector is an Amalgamated Transit Union (ATU) journey-level position. It differs from the Rail Electronic Communication Inspector Leader (ATU) in that a Rail Electronic Communication Inspector performs preventive and corrective maintenance and inspection of Rail Communication Systems and related equipment and interface while a Rail Electronic Communication Inspector Leader oversees and coordinates the daily activities of a group of Rail Electronic Communication Inspectors and assigns tasks within a work crew. Differs from Systems Electronic Communication Technician in that Rail Electronic Communication Inspector installs, maintains, and repairs fiber optic network systems, radio systems, advanced communication, audio, video, telephone, public address, alarm systems in support of operations, and performs Reg4 inspections in support of the Fire Life Safety System while the Systems Electronic Communication Technician installs, maintains, and repairs microwave, advanced communication, audio, video, telephone, public address, and alarm systems in support of other Metro operations.

Examples of Duties
  • Leads employees by assigning work, overseeing work, and providing training
  • Performs installation, inspection, testing, maintenance, and repair of advanced electronic equipment, including, but not limited to, public address equipment, voice and data communication, telephones, fiber optic, CCTV, security alarm, fire detection and suppression, T1 and T3 multiplex, digital microwave, radio, and computer systems Performs complex wiring and utilization of conduits
  • Responds to equipment failure problems, determines cause, and restores equipment to service
  • Monitors and oversees the work of contractors to ensure compliance with Metro design and specifications
  • Maintains records and prepares reports of inspection, testing, and repairs
  • Reviews and interprets blueprints, schematics, and drawings
  • Performs Reg4 Inspections on Metro Facilities
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Methods, materials, equipment, and safety procedures used in the installation, maintenance, and repair of Fiber Optic / Microwave Networks, Radio Networks, advanced communication, audio, video, telephone, public address, and alarm systems
  • Standard operating procedures used for entering and working in a live track environment
  • Vehicle operations and safety

Ability to:
  • Lead crew in the performance of their work assignments
  • Understand, follow and relay oral and written instructions and procedures to work crew
  • Observe and report on work crew performance
  • Demonstrate and train work crew members
  • Communicate effectively with others

Minimum Qualifications
Potential candidates interested in the RAIL ELECTRONIC COMMUNICATION INSPECTOR LEADER position MUST meet the following requirements:

  • 4 years’ journey-level experience performing preventive and remedial maintenance of communication equipment
  • Up to 2 years’ full-time training or education in DC, AC, semiconductor devices, AM-FM radio theory, advanced communications, and digital electronics at a recognized trade school or apprenticeship program may be substituted for equivalent experience
  • Valid California Class C driver’s license
  • Valid commercial General Radio/Telephone Operator’s License issued by the Federal Communications Commission (FCC) desirable

Special Conditions
  • Must provide own tools of trade
  • Must have normal color vision
  • Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, eye and hearing protective devices (HPD), if and when required
  • Must obtain a Certificate of Fitness from the Los Angeles Fire Department for Reg4 Certification as a requirement to pass probationary period
  • Positions in this classification are considered safety sensitive under Federal Transit Administration (FTA) drug and alcohol regulations
