RAIL WARRANTY EQUIPMENT SPECIALIST (ATU)
Pay Grade A46

Basic Function
Under moderate supervision, performs complex and specialized Quality Assurance/Quality Control (QA/QC) functions and inspections of rail transit vehicle components including processing of parts and components that are covered under warranty.

Classification Characteristics
Rail Warranty Equipment Specialist is an Amalgamated Transit Union (ATU) journey-level position in Rail Operations. It differs from the ATU Maintenance Specialist and Warranty Equipment Mechanic in that Rail Warranty Equipment Specialist assists with monitoring QA/QC work performed by the Maintenance Specialists. Maintenance Specialist performs complex and specialized troubleshooting, preventive and corrective maintenance on rail transit light and heavy rail cars, and wayside equipment/systems. Warranty Equipment Mechanic is assigned to Bus Operations, responsible for identifying bus component defects, processing warranty claims, and providing input for technical specifications for new buses and equipment. The Rail Warranty Equipment Specialist is assigned to Rail Operations, responsible for identifying rail component defects, processing warranty claims, and providing input for technical specifications for new rail cars and procurements. There is a Rail Warranty Equipment Specialist Leader (ATU) who in addition to the regular Rail Warranty Equipment Specialist duties, is responsible for assigning duties and directing employees in the performance of their work under the supervision of his/her immediate supervisor with whom he/she shall consult in all matters affecting such work. A Leader receives additional pay for each hour worked as stipulated by the appropriate collective bargaining agreement.

Work Environment

Examples of Duties
  • Performs journey-level diagnosis of rail vehicle and equipment malfunctions, determines the probable cause, and prepares reports necessary to document warranty recovery actions
  • Performs quality control inspections and evaluations on rail systems, subsystems, including propulsion, traction motors, brakes, air compressors, couplers, doors, heating, ventilation, and air conditioning (HVAC), auxiliary power, and all other related electromechanical components of the rail system
  • Conducts operational inspections and evaluations of repairs and testing performed by Contractors or Metro’s technical personnel; documents parts removed and replaced for warranty tracking system
  • Performs acceptance testing and pre-service preparations on newly acquired rail cars as well as Mid-Life Overhauled Programs for light and heavy rail cars and wayside infrastructure systems
  • Responds to system emergencies and equipment failure and providing assistance to Engineering and Safety staff with regards to rendering resolutions to make the rail vehicle operational
  • Performs quality assurance inspections and audits on rail systems, maintenance records, and overhaul projects
  • Utilizes test equipment, schematics, and drawings to support maintenance and repairs of rail vehicles/equipments and rail systems
  • Performs rail accidents/incident investigations; prepares reports of findings, and determines if a warranty claim is justified
  • Generates warranty recovery automatic claims via Spear System
  • Performs equipment safety checks & inspections
  • Reviews repair narratives and determine if a warranty applies
  • Maintains warranty parts tracking records
  • Assists with equipment reliability and maintainability studies
  • Prepares written correspondence and reports in support of warranty claims and relating to other work performed
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Hydraulic and pneumatic theory
  • Heating, ventilation and air conditioning (HVAC)

  • Rail vehicle system operations and safety
  • Microsoft Office (Word, Excel, Power Point, Access)
  • Light and heavy rail parts and systems

Ability to:
  • Learn quickly how to work with Spear Systems
  • Read electrical schematics
  • Safely operate a variety of hand tools and power equipment
  • Safely operate rail vehicles, emergency trucks, and other Metro vehicles
  • Develop written reports and correspondence
  • Follow oral and written instructions
  • Work with minimal supervision and schedule and organize work assignments
  • Understand and comply with applicable local, state, and federal laws, rules and regulations
  • Interact professionally with various levels of Metro on or off property
  • Lift and move objects weighing up to 60 pounds
  • Read, write, speak, and understand English

Minimum Qualifications
Potential candidates interested in the RAIL WARRANTY EQUIPMENT SPECIALIST (ATU) position MUST meet the following requirements:

  • Associate's degree in Electronics Technology or other related fields and two years’ journey-level electromechanical experience OR
  • Certificate of Completion in Electronics from an accredited trade or vocation school and four years’ journey-level experience as an electromechanical or electronic technician performing repair, maintenance, and troubleshooting of rail transit vehicles and/or rail transit systems using digital electronics and microprocessors
  • Successful completion of Metro’s Rail Fleet Services’ Rail Maintenance Training Program desirable
  • Valid California Class A driver's license

Special Conditions
  • Must have a satisfactory job performance record as verified by reference check prior to the offer of employment
  • Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, eye and hearing protective devices (HPD), if and when required
  • Must have normal color vision
  • Positions in this classification are considered safety sensitive under Federal Transit Administration (FTA) drug and alcohol regulations
