PAYROLL SPECIALIST
Pay Grade B38

Basic Function
Under supervision, processes garnishments (child support, spousal support, earnings, withholdings, etc.) received by the legal services section of the Board Secretary’s Office.

Classification Characteristics
Differs from the Payroll Clerk position in that Payroll Specialists specialize in garnishments and other garnishment related issues.

Work Environment
In order to achieve Metro’s goals in support of its mission, potential candidates are required to commit and continuously practice and demonstrate the following work values:

Examples of Duties
  • Sets up garnishment cases and modifications on existing garnishments on the Garnishment system in compliance with Federal and State Garnishment Codes
  • The term “garnishments” includes tax levies, child support, student loans, creditor garnishments and bankruptcy
  • Notifies employees via intercompany mail of pending garnishments
  • In the case of multiple garnishments, calculates proper amount paid to recipients based on court order and disposable income
  • Prepares and submits check requests for reissues or adjustments regarding garnishment issues
  • Files garnishment reports (BP50, etc) and individual case folders
  • Sets up direct deposit (ACH) screen for eligible recipients
  • Researches various garnishment related issues
  • Provides information to various agencies (DA’s Office, IRS, FTB, etc), employees and recipients regarding wage garnishment related issues
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Basic accounting methods, principles, and practices
  • Federal and State garnishment laws
  • Payroll calculations
  • Basic arithmetic

  • Operate a calculator

  • Communicate with outside attorneys and Federal, State, and local agencies
  • Balance and audit accounting information

  • Perform simple arithmetical computations and tabulate figures with speed and accuracy

  • Read, write, speak, and understand English

Minimum Qualifications
Potential candidates interested in the PAYROLL SPECIALIST position MUST meet the following requirements:

  • 6 months’ experience performing payroll functions or other equivalent clerical accounting functions
