MAIL SERVICES SUPERVISOR
Pay Grade C02

Basic Function
To plan, schedule, and supervise personnel engaged in courier services, expedited shipping, sorting and delivering postal mail and small packages, mass mailings, intra and interdepartmental mail, delivering transit schedules, shake up materials, lost and found items, records management boxes, stationary supplies and other delivery needs between outlaying locations and headquarters.

Examples of Duties
  • Plans and monitors the pick up and delivery of inter and intra departmental mail, small packages, schedules, stationary supplies, marketing brochures, and car cards for all locations
  • Establishes routes, time schedules and methods to increase effectiveness and efficiency and reduce operating costs
  • Travels to various facilities to monitor work performance of subordinate staff
  • Oversees provision of courier, shipping, expedited mail, and postal services for all departments
  • Manages contracts for mail and delivery services
  • Assists in the preparation of the annual budget, monitors purchase orders, contracts, and performance measurements
  • Prepares correspondence, reports, and recommendations on Mail & Delivery Services activities
  • Develops policies and standard operating procedures
  • Maintains inventory of mail supplies, postage, and packing materials
  • Oversees all USPS postage, permits, and PO Boxes for Metro business mail
  • Maintains mileage and maintenance logs for Mail Services delivery fleet
  • Provides safety training to staff
  • Supervises subordinate staff
  • Accounts for subordinate and personal compliance with all of Metro’s safety rules, polices, and procedures
  • Meets with Communications and other departments to design, plan and oversee Metro’s mass mailing projects
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Theories, principles, and practices of mail and delivery logistics
  • Equipment and supplies utilized in mail and delivery services
  • USPS Postage Fee’s and UPS and Fed-Ex Delivery Fee’s
  • Principles of supervision

Ability to:
  • Plan, organize, and monitor mail and delivery service activities
  • Communicate effectively orally and in writing
  • Prepare reports and correspondence
  • Analyze situations, identify problems, and recommend solutions
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Interact professionally with various levels of Metro employees and outside representatives
  • Supervise subordinate staff
  • Manage relationships with contracted vendors
  • Travel to offsite locations within a reasonable timeframe
  • Read, write, speak, and understand English

Minimum Qualifications
Potential candidates interested in the MAIL SERVICES SUPERVISOR position MUST meet the following requirements:

  • Three years’ experience performing mail, shipping and delivery services work within the last five years OR
  • One year of supervisory experience in mail, shipping and delivery services work within the last five years
  • Valid California Class C driver license
  • Bachelor’s degree in Business Administration or related field is highly desirable

Special Conditions
  • Exposure to weather and physical hazard
  • Frequent travel to other Metro locations
  • May be assigned to work varied shifts and weekends
  • Must comply with all California Occupational Safety & Health Act (Cal/OSHA) regulations and utilize approved safety equipment and protective gear "including but not limited" to respirators and/or hearing protective devices (HPD), if and when required
