MANPOWER / PAYROLL MATERIEL CLERK
Pay Grade BB6

Basic Function
Under supervision, implements, processes, and maintains complex personnel departmental activities and / or transactions for all represented jobs within Materiel Department.

Work Environment

Examples of Duties
  • Prepares and posts descriptions for pre-bid job bulletins
  • Canvasses departmental seniority roster to fill vacant positions and to assign relief work
  • Screens pre-bids to determine employees’ qualifications and seniority
  • Advises employees of displacement rights in accordance with contract procedures
  • Prepares award notices and updates weekly job award report
  • Maintains, updates, and distributes departmental seniority rosters for overtime work to Division Managers
  • Maintains and coordinates vacation schedules for Stock Clerks, Storekeepers, Truck Drivers/Clerks, Senior Truck Drivers, Receiving Clerks and Material Control Clerks
  • Maintain training records, special projects and activity logs
  • Ensures that after a job award or displacement timesheets are properly completed reflecting correct line item budget, shift and rest days, and deployment and paycheck locations
  • Issue safety shoe vouchers and maintain records on equipment issued according to yearly budget
  • Issue and Monitors and maintains employee carryover for vacation and sick leave
  • Monitors attendance of staff, maintains and coordinates master calendar for all time off, and reports findings to management
  • Provides training and orientation to new Equipment Records Specialists regarding equipment operation and Metro procedures
  • Reviews, maintains, and updates personnel records and processes payroll changes
  • Reviews daily payroll reports for completeness and accuracy and reconciles problems
  • Calculates final payroll earning for employees being terminated from service and request special checks from Accounting department
  • Computes State Disability and Worker’s Compensation benefits, sick pay, vacation pay, and retroactive pay for employees
  • Composes, types, prints, and files and maintains memo, reports, letters, and other departmental correspondence
  • Prepares bi-weekly paycheck transfer and training list for employees working out of assigned divisions
  • Maintains and updates departmental rosters for ATU and TCU employees
  • Receives and verifies inventory purchase orders and packing slips
  • Advises staff on departmental policies and procedures relating to timekeeping issues
  • Assists Office Supervisor or Chief Administrative Analyst as directed
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Complex recordkeeping
  • General office practices and procedures

Ability to:
  • Establish and maintain accurate filing systems, including detailed seniority rosters
  • Accurately interpret and carry out payroll and seniority provisions affecting contract employees
  • Apply selection process as set forth in the TCU collective bargaining agreements
  • Operate a calculator
  • Operate a computer terminal
  • Communicate effectively with others
  • Establish and maintain effective working relationships
  • Prepare general correspondence and reports
  • Proofread work and identify errors
  • Maintain confidentiality of materials and files
  • Follow oral and written instructions
  • Travel to offsite locations within a reasonable timeframe
  • Read, write, speak, and understand English

Minimum Qualifications
Potential candidates interested in the MANPOWER / PAYROLL MATERIEL CLERK position MUST meet the following requirements:

  • Four years of experience performing responsible clerical duties involving the processing and maintenance of complex personnel activities and records
  • Valid California Class C driver’s license
