Basic Function
To perform complex oversight and administration of Metro’s programs and services to maintain compliance with the Americans with Disabilities Act (ADA) regulations that ensure accommodation of qualified individuals with disabilities and provide easy access and use of Metro’s transportation system and facilities.

Examples of Duties
  • Establishes and maintains compliance with the Americans with Disabilities Act (ADA) in coordination with other departments, project managers sub recipients and contractors to ensure that Metro's business operations, and facilities are compliant with applicable local, state and federal requirements
  • Receives, investigates, and makes recommendations on formal and informal complaints, grievances, inquiries, and concerns from employees, customers and community organizations in relation to ADA services and facilities; when necessary, refers complaints to appropriate departments, flags issues with critical legal implications, and monitors resolution
  • Develops and implements training on ADA requirements to educate and sensitize agency and sub-recipient employees on disability concerns and related issues
  • Establishes and seeks to strengthen relationships with ADA advocacy groups
  • Researches "best practices" with transportation and other public agencies on ADA issues
  • Analyzes, interprets and keeps abreast of applicable federal, state, and local regulations and advises management on regulations, policies, and procedures
  • Provides technical guidance to management and interdepartmental support services and/or activities for the disabled
  • Conducts and/or participates in roundtable meetings regarding ADA issues related to reasonable accommodation within Metro’s facilities and services
  • Provides interdepartmental support for reporting to federal and state agencies on Metro and sub-recipient accessibility issues
  • Participates in federal and state audits by providing requested data, documentation, and information related to Metro's policies and procedures
  • Coordinates Metro participation in development and implementation of ADA plans, programs, services, and projects for people with disabilities and other special ridership groups in order to be in compliance with federal, state, and local requirements
  • Conducts site inspections of vendors, sub-recipients, Metro and Access contractors and Access member agencies to ensure all applicable local, state and federal requirements pertaining to persons with disabilities are met
  • Participates in the Access Services bid process for ADA services
  • Reviews reports, communications, and data regarding the services provided by various Access Services contractors and provides recommendations and observations to Access Services and Metro
  • Provides recommendations in accessibility improvements to all Metro bus and rail services, equipment, and facilities and oversees ADA services and training provided by Metro sub-recipients
  • Ensures all Metro communications and publications meet ADA communications requirements and coordinates marketing and publicity initiatives for accessible services and oversees compliance by sub-recipients of ADA requirements for communications
  • Integrates ADA complementary services with the fixed route system
  • Serves as Metro/PTSC’s liaison with other organizations concerning compliance with ADA regulations and sub-recipients
  • Provides leadership to junior staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Theories, principles, and practices of applicable federal, state, and local regulations such as: Americans with Disabilities Act ADA Title II and ADA Title II requirements for programs, services and facilities, Department of Transportation regulation 49 CFR Part 37, Requirements for fixed route/paratransit service criteria/operation, and Related Civil Rights regulations and laws
  • Research, data analysis and report preparation methods

Ability to:
  • Effectively and sensitively communicate with all levels of employees internal and external to Metro/PTSC
  • Interact professionally with various levels of Metro employees and outside representatives including sub-recipients
  • Prepare comprehensive reports and correspondence
  • Manage a large volume of records and data using PC-based applications
  • Meet tight time constraints and deadlines
  • Handle highly confidential information
  • Represent Metro/PTSC before union officials, contractors, vendors, sub-recipients, federal and state auditors, arbitrators, and legal professionals
  • Determine strategies to achieve goals

Minimum Qualifications
Potential candidates interested in the ACCESSIBILITY PROGRAM MANAGER position MUST meet the following requirements:

  • Bachelor's degree - Business, Public Administration, Planning or other medical related field
  • 4 years' journey-level experience performing professional work in ADA compliance, Civil Rights or other related program / project management

Special Conditions
  • May be on call 24 hours a day, 7 days a week
