ACCESSIBILITY ANALYST

Basic Function
To perform journey-level accessibility activities associated with complaints, statistical analysis, training, advisory committee support, community events and sub recipient oversight to assist in maintaining Metro’s compliance with Federal, State and local accessibility regulations and to ensure the agency’s business operations and facilities meet or exceed applicable local, State and Federal minimum requirements.

Classification Characteristics
Differs from the Accessibility Administrator as the Analyst works on assignments or manages small, single site projects, while the Administrator is responsible for elements of a complex project or manages larger projects. The Accessibility Analyst also provides technical and analytical assistance to the Chief, Office of Civil Rights, and the Senior Manager, Accessibility.

Examples of Duties
  • Participates in the review of accessibility-related complaints findings filed by customers and community-based organizations regarding Metro’s public transit services and facilities; includes completing investigations and resolving grievances from employees and federal and state agencies
  • Obtains and analyzes data for internally and externally distributed accessibility reports
  • Acts as a liaison with government entities and other organizations; conducts public outreach concerning overall compliance with accessibility regulations
  • Implements efforts to ensure oversight and compliance of Metro’s sub recipients
  • Participates in efforts to ensure oversight and compliance of Access Services
  • Develops and conducts training on public agency accessibility requirements that educate agency employees on and sensitize agency employees to disability concerns and related issues
  • Provides interdepartmental support for reporting to federal and state agencies on Metro accessibility issues
  • Provides technical assistance on accessibility regulations to all Metro departments
  • Coordinates internal and external responses to accessibility inquiries and concerns
  • Follows up to ensure timely input by Metro departments for reports on accessibility issues to federal agencies
  • Implements efforts to ensure that all Metro communications and publications meet accessibility communication requirements
  • Implements efforts designed to promote the safe use of Metro services by customers with disabilities
  • Facilitates efforts associated with the Metro Accessibility Advisory Committee
  • Conducts design reviews and site visits of Metro and sub recipient facilities (existing and under construction) by reviewing their compliance with policies, procedures and applicable government regulations
  • Participates in roundtable and committee meetings regarding Americans with Disabilities Act (ADA) issues related to reasonable accommodation within Metro’s facilities and transportation systems
  • Assists in federal and state audits by providing requested data and documentation and information related to Metro's policies and procedures
  • Maintains, supports, and promotes a safe work environment while complying with all of Metro’s safety rules, policies, and procedures
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Theories, principles, and practices of applicable federal, state, and local, statutes, regulations and guidance such as: Americans with Disabilities Act and Unruh Act

Minimum Qualifications
Potential candidates interested in the ACCESSIBILITY ANALYST position MUST meet the following requirements:

  • Bachelor's degree - Business, Public Administration, Planning, Social Work, Communications or other related field
  • 3 years' professional-level experience ensuring compliance with the Americans with Disability Act (ADA) and civil rights laws
  • OR 3 years’ professional-level experience administering compliance of projects or programs in the public transportation industry
  • California Certified Accessibility Specialists (CalCASP) Certification is desirable
  • Master’s degree in a related field is desirable
