ACCOUNTING SUPERVISOR

Basic Function
To supervise professional staff and resources and perform highly complex accounting functions or credit and collections work.

Classification Characteristics
Differs from Accounting Manager in that the Accounting Supervisor performs a wide range of technical and administrative work and special projects in the management and support of financial reporting, payroll, accounts payable, accounts receivable, and grants accounting functions, while Accounting Manager serves as a section head and is responsible for the overall operation of those work units.

Examples of Duties
  • Provides day-to-day leadership and supervision, including evaluating workload, training, advising, and planning
  • Plans and directs the activities of the professional, technical and clerical accounting staff engaged in the financial reporting, disbursing and other accounting functions
  • Establishes controls and systems to ensure accuracy and security of financial records and source documents
  • Supervises the research of finance or payroll issues and makes recommendations to Senior Management
  • Advises staff and department personnel on complex accounting issues, cost standards, legal requirements and labor and tax laws
  • Reviews complex grant funding agreements, bond issues, and other financial contractual agreements with Federal, State and local governmental agencies
  • Prepares, reviews and supervises the preparation of board and other management reports
  • Develop and implement check and balances procedures to ensure internal controls compliance
  • Coordinates with departmental management staff regarding any related processes, such as timekeeping, payroll, project management and invoice processing
  • Prepares or supervises the preparation of Metro monthly, quarterly and annual financial reports /payroll related tax reports, and other pertinent schedules
  • Responds to audit inquiries and other information required by federal, state and local agencies
  • Supervises and performs complex technical accounting and financial studies or credit and collections studies
  • Supervises staff on workload distribution and task prioritization, performance monitoring and evaluation
  • Accounts for subordinate and personal compliance with all of Metro’s safety rules, polices, and procedures
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Essential Knowledge and Abilities

Knowledge of:

  • Theories, principles, and practices of governmental accounting, grants administration, budgets, credit and collections, business finance, and financial recordkeeping
  • Applicable local, state, and federal laws, rules, and regulations governing a public transportation agency or financial reporting agency
  • Applicable accounting codes, regulations, and Cost Accounting standards
  • Relevant computer software applications
  • Principles of supervision

Ability to:
  • Perform complex accounting or credit and collections work and financial analysis
  • Communicate effectively orally and in writing
  • Prepare comprehensive reports and correspondence
  • Represent Metro before the public
  • Operate computers and general office equipment

Minimum Qualifications
Potential candidates interested in the ACCOUNTING SUPERVISOR position MUST meet the following requirements:

  • Bachelor's Degree - Accounting, Finance, Business or related field
  • 5 years' experience as an Accountant including 2 years' at the senior-level; OR 3 years' senior-level experience and 1 year supervisory-level experience in accounting, payroll or credit and collections in a large non-profit or government agency
  • CPA Preferred but not required
